[1]Mains analysis: mechanism and trade-off
Editorial analysis: Fiscal resources and governing capacity must work together. A village institution may have money for a project but lack the staff to estimate costs, supervise works or maintain accounts. Training should therefore be evaluated through tasks successfully performed, rather than attendance certificates alone.
Editorial analysis: Digital plans can make departmental activity easier to compare, but a portal does not by itself establish community consent. A hypothetical water project may appear complete in a database while households report unreliable supply. Gram Sabha deliberation and field verification can expose that gap.
Editorial analysis: Capacity building should strengthen local choice instead of reducing local bodies to data-entry agencies. Suggested safeguards include understandable budgets, publication of audit findings, assisted access for excluded residents and clear responsibility for responding to complaints.
